The Desert Lie That Created GPS

Before the first satellite ever reached orbit, the military had to build a fake space network right here on Earth.

Actually, the first GPS signal didn’t come from outer space at all. It came from a dusty, sun-baked patch of ground in the Arizona desert.

You have probably always assumed that global positioning relies entirely on satellites orbiting thousands of miles above your head. That is exactly how the system works today.

But in the late 1970s, aerospace engineers faced a massive chicken-and-egg problem. They desperately needed to test their new navigation receivers. They could not test them without satellites in orbit.

At the same time, they could not justify the massive cost of launching rockets without proving the receivers worked first. The budget simply would not allow for a blind guess in outer space.

Their solution was brilliantly simple. They built a fake space network right here on Earth.

The Upside-Down Constellation

To pull this off, the military set up a highly secretive test facility. It was called the Inverted Range, located at the remote Yuma Proving Ground.

Instead of looking up at the sky, test aircraft looked down at the ground. Engineers took the exact radio transmitters destined for space and mounted them on tall towers across the desert floor.

These ground-based transmitters were called pseudolites, which is short for pseudo-satellites. They broadcasted a simulated signal that tricked the receivers into thinking they were communicating with a massive orbital network.

This upside-down testing was incredibly dangerous from an engineering standpoint. If the desert transmitters were surveyed incorrectly by even a few inches, the error would multiply exponentially.

That brings us to the second fake signal. When the real satellites finally launched, the government intentionally degraded the public data.

The Intentional Lie

This program was known as Selective Availability. According to the official history of the Global Positioning System, the military wanted to prevent enemy forces from using highly accurate American signals against them.

If you bought a civilian GPS unit in the 1990s, the location it showed was technically a lie. The satellite was feeding your device a jittery, randomized offset.

Your screen might say you were driving on a highway, while the raw data placed you hundreds of feet away in a nearby lake. Only military receivers had the cryptographic keys to unlock the true coordinates.

The public lived with this degraded, fake location data for years. It was not until the year 2000 that the intentional error was permanently switched off by presidential order.

Suddenly, overnight, every civilian receiver on the planet became ten times more accurate. A system built on deception finally started telling the public the truth.
